Just Solutions have worked closely with the Chair of the South Denbighshire Community Partnership as well as the lead member and other community stakeholders, in order to undertake the feasibility review and business planning for a future Corwen community and visitor amenity (currently awaiting Town Council consultation prior to publication).

The Corwen study entailed engagement, consultation and client shaping workshops - the outcome is an innovative concept informing an indicative building design and new business plan. It also sets out how the nationally acclaimed heritage steam railway could be used to stimulate the regeneration of the town.

The feasibility and business plan were prepared through an "open book" relationship with the community stakeholders, and concluded that the facility must support the co-location of existing community assets and services, with compatible connections. Such an approach would secure financial sustainability, generating wide ranging community use - a dynamic for the economic regeneration of the town.

Just Solutions were engaged by Rhyl Community Association when it was faced with a number of challenges including: increasing financial pressures, deteriorating condition of existing buildings, loss of much needed planned capital investment, tenant relocation leading to rent loss and a changing environment - a number of other organisations/buildings offering community rooms.

Just Solutions helped the Community Association see things completely differently - opening up a whole new vision for the future. The work included an initial review, informing innovative new solutions, including the sale of one asset to enable investment in another. Just Solutions wrote the business case and plan for the future development also informing 7 different applications for funding which have passed expression of interest stage - ongoing.

The FAW has engaged Just Solutions for over 7 years and for a variety of key strategic projects including:

  • Developing the National Football Development Centre, Dragon Park – Just Solutions carried out all the feasibility and project management – from concept to completion
  • Helping the FAW develop and deliver its Project 3G programme – Just Solutions advised us in the development of the programme, evaluated and supported all of our successful clubs in the feasibility and business planning

Denbighshire County Council’s relationship with Just Solutions started just over 7 years ago, and the commissions have covered a wide variety of key strategic projects, including:

  • Developing an approach to reviewing the appropriateness of the countywide leisure facilities stock – ‘locality reviews’, that covered all of the main towns and also proved to be the forerunner to the ‘blueprint’ that Just Solutions prepared for Welsh Government in 2016. The resulting strategy has created ‘fit for future purpose’ leisure facilities that operate at minimal net cost. 
  • Creating an approach to leisure investment across the county’s north Wales coastline, leading to the Council’s significant investment in the Nova Centre, Prestatyn and future commercial investment in Rhyl. 
  • ‘Soft market testing’ for potential commercial investment in a number of leisure and town centre sites. 
  • Designing a fit for the future approach to delivering library services and undertaking feasibility and project management for a ‘new look’ facility in Prestatyn which also secured a maximum Government grant. 
  • Supporting the creation of locality plans for social housing as well as developing the business case for home building investment. 
  • Preparing an options appraisal for alternative approaches to housing maintenance. 
  • Designing a ‘new look’ facility model for St Asaph Library, that engages a wider community involvement. 
  • Creating a ‘better’ leisure proposal for inclusion in a Planning Brief for the development of over 1500 new homes.

I have over the last year worked with Sara Green and Howard Tolley, as Just Solutions Consultants. Their remit in this was to produce a business plan to support the development of a new ‘community facility’, following the loss of the former Corwen Pavilion. The brief was comprehensive covering not only a requirement to meet the needs and aspirations of the community but also design, and sustainability of equal importance, was consideration of the social and cultural impact on the community.

During the process they;

  • Engaged in a series of public consultation with consideration of both the various personal and community points raised, and from which were able to achieve a balanced overall view
  • Developed a series of various options around a common theme which met the needs of the community. They engaged with a firm of architects to ensure that the design was practical and sympathetic to the local topography.
  • Developed an economic model that was sensible and achievable, taking into account revenue sustainability with the grant and capital raising funding for the infrastructure.
  • After the initial plans, they continued to consult with the interested parties to establish feedback and to develop and amend where necessary.
  • The final presentation, while being professional, was comprehensible at all levels and capable of stimulating engagement.

 Overall I consider the work they did to be considered and very efficient and effective.

Just Solutions were commissioned to support the development of an all Wales “Facilities Blueprint – Facilities for Future Generations”.

The consultants involved in the project were both highly experienced and brought a wealth of knowledge on facilities in Wales – across a range of areas covering policy, strategy and management. Their knowledge of the sports landscape in Wales ensured key issues were identified quickly and that relevant organisations were appropriately consulted and engaged in defining the challenges and potential solutions.

The work was undertaken in a prompt and efficient manner whilst keeping the client updated throughout the commission.

The quality of work was to a high standard and value for money. It has resulted in a publication that will help inform local and national decisions now and in the future.

Just Solutions have remained interested in this area of work post their commission and this demonstrates their commitment to delivering a high quality service and the added value they bring to projects.

Aberystwyth Town Football Club – Housing and 3G Project

Now that the dust has begun to settle on our 3G Scheme, I am writing to express, on behalf of myself and Aberystwyth Town Football Club, to express our sincere gratitude and admiration for the assistance that Just Solutions have given us to date. I believe that, due to a number of unforeseen factors, Aberystwyth’s Scheme may have been one of the most challenging to all concerned and, frankly, without Just Solutions assistance throughout the period – from embryo to gestation to delivery, I doubt if we would have achieved the birth of a new era for the Club!

Our various meetings in Cardiff and Aberystwyth instilled me with great confidence in Just Solutions knowledge and experience and the calm and measured way in which they both responded to my various queries and worries throughout the period made the process so much easier. Just Solutions have throughout shown themselves to be exceptionally accessible and have always responded promptly and efficiently.

Given that the total fees involved with surveys etc. amounted to in excess of £27,000, Just Solutions fees, at a very small proportion of this sum, were extremely reasonable.

It goes without saying, that I would recommend Just Solutions to anybody dealing with any sort of similar scheme.

The Welsh Football Trust has worked with Howard Tolley - Just Solutions and Sara Green - Butlin Consulting on a number of football development projects of national significance.

They helped us produce a Facilities Vision for 3G artificial pitches and engage local authorities and Sport Wales to secure funding to build a number of exemplar projects. A number of facilities have since developed which have had a major impact on the development of the grass roots game.
