Just Solutions service supported the Rhyl Going Forward Project Manager in progressing an appraisal of the options for redevelopment as part of the Rhyl Going Forward Programme of work.
The work included:
'Mystery customer' reviews of relevant facilities;
Visual appraisals of facilities, locations and environment, comparisons with the latest commercial sector developments;
Testing the interest of the commercial sector under the terms of a confidentiality agreement;
Assessing the development costs in context with the ability to use Prudential Borrowing powers;
Making recommendations for the scale and type of facility, including outline conceptual brief with guideline costs;
Making recommendations in respect of the financing options;
Making recommendations in respect of the management arrangements.
The final report included:
Recommended future development options and a refined approach to the regeneration of the area using a 'new' facility as the key investment;
A review of the current commercial sector market, interest, opportunities and their appropriateness;
Recommendations for the scale and type of facility, including outline conceptual brief with guidelinecosts;
An assessment of financing options;
Recommendations in respect of future management options.
