Proposed relocation of Prestatyn Library - Needs Assessment & Review of Service
Just Solutions Leisure Consultants were appointed to undertake a needs assessment and service options review for Denbighshire County Council in respect of Prestatyn Library and its proposed relocation to new premises within the town.
Objectives
Establish the vision for the future library service – a clear outcome/purpose/reason for the service;
Build on existing experience and take account of library staff views;
Understand and take into consideration local and Council aspirations, policies and plans for the library service addressing issues and maximising opportunities;
Establish needs, taking account of available current user information, selective consultations, Council data; the Prestatyn catchment, evidence based upon experience of current services;
Take account of the CyMAL library standards and guidance; other good practice – the approaches of other Councils and libraries;
Explore any rationale and options for a joint service approach – a shared building - community hub 'one stop shop';
Understand the thinking regarding essential and discretionary services;
‘Test' the robustness of current thinking in relation to the chosen option and plans for a new library building e.g. soundness of rationale and cost assumptions;
Test the justification for investment based upon the needs assessment in context with the offer across the County/Wales/UK;
Contribute to the design thinking and brief for a new library;
Contribute to the preparation of an application for CyMAL funding.
The vision developed for a new library was well received by the Council and Just Solutions were engaged to project manage and further develop the proposals and design brief and develop an application for CyMAL funding.
