Just Solutions Leisure Consultants were engaged by Rhondda Cynon Taff County Borough Council Leisure Services to follow up previous reviews and assist in shaping and defining the rationale for the ‘business' of sport and physical activity leading to a definition of the unique role of the Local Authority Leisure Services.
The work included:
An update on progress, changes and improvements made since previous reviews were undertaken;
Business' shaping workshops and interviews;
Setting the update on progress in context with current developments in other local authorities in Wales, including a report on the alternative options for the management of leisure facilities through Trusts.
The Business Shaping workshops were structured in 2 parts:
Part 1:
Scene setting – representing leisure from an independent and outside but informed perspective. Painting a picture of where we are, why that is, the evidence, the positives as well as what is no longer sustainable.
The end result – commitment to shaping a new vision for the future and change.
Part 2:
The ‘journey' of decision then follows a sequence of revisiting and establishing fundamental principles that govern what it is that the Council should reasonably provide – its unique role.
Thereafter this informs what the Council needs to provide to achieve that, and how that can be most effectively and efficiently managed.
Just Solutions facilitated a ‘Decision Conferencing' approach to:
Define the unique role of the Authority;
Establish the Entitlement – Business Continuum;
Agree a single vision.
The process concludes with key reviews to establish the rationale, policy and most effective approach for the service themes e.g. the Active Young People Services; Healthy Living and Specialist Intervention Services; Sport Services.
